Moscow December 21 Foreign Minister Tchitcherin issued a statement denying the Soviet government ever sent documents to the American workers party or had any connection with it. If such documents exist Russia calls them forgeries and offers arbitration.
Washington reports no likelihood the U S government will submit to arbitration on the authenticity of documents the state department released showing revolutionary Soviet activities in the United States. Secretary Hughes says negotiations cannot occur until Soviet propaganda ends and Russia proves good faith. Justice officials support the documents as genuine and traceable to the Soviet government, countering Tehchitchin's forgery claim.
New York December 21 The state boxing commission announced four new rules to curb betting and gambling in boxing The rules take effect tonight and include ringside seating restrictions standing at ringside prohibition access limits to dressing rooms and a ban on bank betting and professional gamblers The penalties include barring from all New York matches for those caught betting or identified as professional gamblers
A severe storm has blanketed Ioswell and eastern New Mexico with snow for ten days. The region reports the first white Christmas in years and widespread livestock distress. Officials note the storm is the most severe in over 30 years.
Denver dispatch notes New Mexico will be partly settled Saturday with snow in the north and east portions. Sunday appears likely fair with continued cold. Arizona expected to be generally fair Saturday and Sunday with persistent cold.

Santa Fe reports the state department of education saved 6362.34 during the fiscal year ended November 20 under Miss Isabel I Ecklesa as state school superintendent. The saving came from salary, contingent and State board funds compared with the previous year.
A jury in Atlanta returns a life sentence for Philip E Fox, Ku Klux Klan editor, found guilty of killing William Coburn. The panel, unanimous after more than a week of testimony, recommended mercy. Fox showed distress as the verdict was announced. Mrs Coburn and her daughter were absent.

An indictment for murder followed and Fox stood trial in Fulton Superior Court on December 12. The defense presented alienists claiming Fox is paranoiac and insane while the state offered witnesses asserting Fox appeared sane to them.
Chicago Democratic leader George Brennan said he would secure the Democratic National Convention for Chicago next year after backing from financiers. Edward Hurley and Fred Upham discussed funding with both parties coordinating. Chicago hopes to rally fellow leaders as New York contenders fade, with Brennan optimistic about city backing.
