In Washington on December 14 the House held four hours of general debate over the Dillingham Burnett literacy test bill for immigrants. Speaker Burnett led the pro side while Curley of Massachusetts opposed, invoking ancient authorities and noting criminal stereotypes. the session ended without a vote, adjourned to Monday amid talk of a filibuster.

The Steamship Santa Clara, arriving from southern ports, brought no reports of the craft. Thousands waited for hours for news, then returned home with no confirmed sighting.

Carney completed preparation of his contest cause today.

Immediate surrender of Scutari Adrianople and Janina, cession of all Aegean islands including Rhodes to Greece, Crete annexation, and war indemnity.
