Vessels enter and depart without health certificates or clearance papers, according to the Governor of the Canal Zone. The executive urges stricter enforcement as tensions rise and navies clash abroad.
Panama City reports Governor George W Goethals urged Washington to station two American torpedo boat destroyers at the canal ends to police neutrality. He cites belligerent ships and collier activity, health and clearance violations, and wireless interference by eight collors and war fleets near the canal.
Secretary Garrison said he had received no reply from Colonel Goethals to a request for two torpedo boat destroyers to operate in the canal zone. Secretary Daniels prepared to order destroyers from Charleston or from the west coast of Mexico as Goethals might indicate. Officials did not view the message as urgent. Destroyers have been stationed outside New York and San Francisco harbors since the war began.
The Swedish foreign minister announced that three Swedish steamers were sunk by anchored German mines in the Gulf of Bothnia. Investigations show groups of German mines were anchored there, not Russian, and no floating mines were found.

Jose Martinez and F H W Kues were also hit by spent shrapnel. one man was killed. Maytorena presses a final attack as border patrols brace for possible action under Brig. Gen. Tasker Bliss.
