London reports Japanese forces sank the Russian battleship Peresviet at Port Arthur as news of the fortress stalls. The Daily Telegraph notes Russian defenders halted at 203-Metre Hill on December 6 while Japan pressed feints and enveloping moves.
Foreign telegrams from St Petersburg report Japanese success mounting heavy guns on 203-Metre hill, deepening war office gloom. If Port Arthur ships are sunk as claimed, last sorties may fail and remaining vessels risk falling into enemy hands. The war office cannot identify Akasaka hill, a likely Japanese name, while General Stoessel fights to recapture 203-Metre Wilt.
An official War Office report from St. Petersburg states Russia’s military strength remains intact with 764 districts, 423 partially mobilized, and no reserves exhausted. It notes eight of 27 regular corps in use, and several formations assigned to fill the three armies, with patrols and bombardments reported at Port Arthur and surrounding fronts.
Senator Platt of New York introduces a bill to reduce congressional seats for southern states that disfranchise Black voters. The measure would cut Alabama to 7, Florida to 2, Georgia to 8, Texas to 15, and others, totaling a nineteen-seat decrease. The bill and statement were referred to the Census Committee.
Mrs Cassie Chadwick is placed under arrest at the Hotel Breslin in New York charged with aiding and abetting a bank officer to defraud a total of 1 250 000. The warrant cites a violation of the federal conspiracy statute. The arrest followed a conference with U S Commissioner Shields Assistant D A Bald Secret Service Agent Flynn and U S Marshal Henckle.
Washington December 7. The legislative executive and judicial appropriation bill carrying 28 838 709 was reported to the house today. It is 546 498 less than the estimate and 245 881 more than the current appropriation.
Rear Admiral Charles H. H. Davis has received full instructions from the secretary of state and will sail next Saturday to represent the United States on the international commission investigating the North Sea affair. The president accepted an invitation to visit Louisville next spring and may also visit Banning Texas for a Rough Riders reunion.
