Judge Julius M Mayer of the U S district court rules the Canara Steamship Co not liable for Lusitania losses. He attributes the disaster to the German imperial government's illegal act via the submarine, and finds Cunard not negligent for captain decisions given wartime conditions and unarmed status of the liner.
