Secretary Baker defers action on Houston riot until the Parker board reports its findings. The inquiry seeks causes and each soldier's responsibility, with possible disciplinary measures. Southern officials and senators push against sending colored troops to training camps in the region.

In Petrograd Aug 24 the cassation department of the senate heard the trial of General W. A. Soukhimilinoff former minister of war and his wife on high treason charges. A jury assisted by three advocates, with 209 witnesses including Rodzianko Milukoff Grand Duke Sergius Polivanoff and other officials attended. The case accuses him of passing military secrets to Germany and Austria and of failing to boost ammunition production amid wartime reverses.

Texas Governor Ferguson was suspended by the Texas House appointed managers with 21 impeachment articles for alleged misconduct. Lieutenant Governor Hobby becomes acting governor as the Senate sets next Wednesday to begin the trial.
Resolutions were adopted at the National Livestock Shippers' Productive league meeting in Chicago to modify draft law interpretation and administration. The report by W R B Stubbs warned that the draft law could pull competent men from farms, threatening food production. Representatives of livestock feeders and producers from across the United States attended the convention.
