Allied assault on the Somme front fails after weeks of heavy fighting as British and French forces press against a strong German defense. Half a million troops are said to be involved in futile efforts to pierce the German lines.
Terrific artillery shelling continues on the Somme with British assaults on Pozieres and Delville Wood. German guns unleash heavy counter fire as villages burn and civilians flee, while pilots try to set grain crops alight.
The Finance committee filed a favorable report on a revenue bill while debate on shipping resumes with passage likely before adjournment. A conference report on the Philippine bill with Clarke Amendment to grant independence in four years was approved by 37 to. Adjournment scheduled for 6.12 pm. hearing held on explosives shipment and storage regulation. Reprisals against British blacklist urged by Representative Bennett before the commerce committee.
Denver forecast notes fair conditions in the west with local thunder showers in the east. It will be somewhat warmer. Friday is expected to be mostly fair.
For twenty four hours ending 6 P M yesterday the maximum reached SS degrees and the minimum 62 degrees. The temperature at 6 PM was 61 degrees with a 26 degree range. Winds were south and the sky partly cloudy.
A World War I dispatch notes that aviators bombed harvesting parties and civilians across zones behind the front. At Busigny eight civilians were killed and eighteen wounded, with four dying later. Cambrai saw four killed and two wounded in a night attack. A French civilian appeals to British authorities to protect noncombatants.
Denver Aug 16 Rain during the past week generally aided crops across Colorado with improvements in most districts. Harvesting of barley oats and wheat continues though nearly finished in some areas. Corn and late potatoes show progress while fruit shipments rise with Elberta peaches nearing picking. Local southeastern counties received light rainfall.

Washington Aug. 16 Secretary Lansing was asked to appear Friday before the Senate Foreign Relations Committee to answer questions on the Danish West Indies purchase treaty. Members seek details on business concessions and the 25 million dollar price, with some favoring the sale but deeming the sum high. The panel will probe concessions to Det Vestindiske Kompagni including grain, harbor rights, and electric supply in Charlotte Amalie. Chairman Senator Stone said ratification likely by next week.
Unofficial balloting on St. Croix shows 5060 votes for selling the Danish West Indies to the United States and only seven against the proposal. The 1901 population of the island is listed as 15,590.
Oklahoma Senate stalls as Senator Owens presses to bring the corrupt practices bill to a vote. Republicans stage a protest while lawmakers seek a path forward on the contentious measure.

An official statement from Petrograd details captures from June 4 to August 12 against Austro German lines from the Pripet to the Romanian front. Totals include 7,778 officers and 550,845 men, 495 guns, 1326 machine guns, 438 bomb throwers and 242 powder carts, plus railways, telegraph material, and ammunition depots seized.
Washington August 16. A broad treaty for the protection of all bird life on both sides of the nation boundary was signed at the State Department by Secretary Lane and Ambassador Spring-Rice. It appears to be the first such agreement of its kind.
President today nominated FoF. WH. Von Engelken of Must Palatka Florida to be director of the mint. He would succeed R. W. Woolley who entered the democratic campaign and leaves the post.

Cor corporal Janes Clement of the Second Virginia regiment was shot and killed in Brownsville Texas as he tried to aid Sofia Valdez a Mexican girl reportedly threatened by another corporal from the quartermaster corps. The assailant Daniel Dunehes fled, later surrendered, and is held in the county jail. Clement, 28, left behind a widow.
King Victor Emmanuel toured Corzia under Austrian shelling and observed intense artillery fire along the Italian front. He reviewed the tunnel used by Trullans to penetrate the town and saluted wounded soldiers after shaking hands with them amid a formal exit from an automobile.
London reports two large German submarines will depart soon for America. Central News from The Hague says the subs have made trial trips off Helgoland before sailing.
The president maps a definite plan to resolve railroad labor disputes. He proposes a tentative program to bring railroad managers and union leaders together for negotiations.
President Wilson completed a mediation plan to end the nationwide railroad strike. The plan calls for an eight hour day with overtime pay as debated by managers and employees and may involve a federal commission to investigate and arbitrate remaining disputes. 640 employees’ general committee will review the proposal in the White House East Room with managers’ participation to follow.
