At the Spokane gathering the closing session left behind the Pinchot Ballinge dispute as leaders promoted harmony. Delegates hailed the dove of peace over irrigation policy and emphasized cooperation among states.
Colonel Ralph Twitchell of New Mexico elected vice presidents and B A Fowler of Phoenix named president as the Seventeenth National Congress adjourned with unanimous votes. Resolutions praised Pinelet and Newell administrations and urged a 10 million dollar irrigation fund from Congress.
A paroled convict from San Quentin, committed for manslaughter, is connected to a missing young woman who left her employer at noon for lunch and has not been seen since.
Monterey Mexico Aug 13 flood damage on national lines eased and several delayed trains reached the city. Topochica bridge washed out but repaired quickly after rain. Cleanup after Tuesday flood continues with two thousand homeless and official dead at fourteen. locals fear many more missing.
London reports from Constantinople indicate military leaders push for war with Greece. Ministers of war and marine allegedly insist war is the only solution, and Mahmoud Shefket Pasha warned the grand vizier he would resign if the crisis drags on, fearing unrest among officers and troops.
Agnes Brascisso a young factory worker was found murdered in a San Francisco Post Street room shared by George Curry a motorman and I L Presser a conductor. Curry later killed himself in Oakland as investigators pursued the case.
In Mud Jake Freemont county Idaho three members of the Pierre family Mrs Augustine Pierre and son Edward and Paul Pierre are jailed in St Anthony after Paul admitted shooting Gustave Pierre his father twice during a quarrel and the family helped bury the body Mrs Pierre and Edward had previously had Gustave declared insane before his release neighbors alerted authorities to his disappearance. Buenos Ayres also reports a separate note on Argentinas 1808 import ban decree for American cattle.
A Honduran gunboat Tatumbla crew and Captain Zelaya were allegedly overhauled by smugglers near Puerto Cortez. The attackers reportedly beat the captain and two sailors, shaved their beards, and cast them adrift after seizing the schooner. The men reached Puerto Cortez aboard a small boat and claim the gunboat flew a British flag during the incident.
Rumors of upheaval on the Mexico border persist as Coahuila Governor Cardenas reportedly wavers on resignation despite presidential pressure. In Saltillo and Monterrey officials react with alarm as the legislature adjourns without action and troops near Gomez Palacio are redeployed.

Acting Secretary Wilson withdrew 87 360 acres along the Colorado River Utah, claiming the land is set aside to prevent monopolies and to secure congressional legislation to preserve it for the government.
London Aug 13 The imperial defence committee sub committee announced it would examine Admiral Lord Charles Beresford’s recent criticisms. It largely exonerates the admiralty from Beresford’s charges of fleet mismanagement but finds both the admiralty and Beresford responsible for inharmonious cooperation.

The attorney general designates Payne to head customs litigation for the federal government. Payne, first of four statutory attorney positions created by the tariff act, will earn $5,000 yearly. He previously served as clerk of the House Wars and Means Committees, handling data used to draft the Pavone tariff bill.
Rome August 13 Pope Pius will issue an encyclical appealing to the faithful to aid foreign missions in need of funds. Contributions for this work total about two million dollars yearly, compared with five to six million dollars sent by England and America to Protestant missions.

Montgomery August 14 by a 45 to 1 vote the house approved the Fuller prohibition bill described as radical. The sponsor said the measure bans liquor ads and adds to prohibited imagery pictures of bottles breweries and distilleries. It also makes it prima facie evidence of guilt if liquor sold resembles forbidden color odor or taste.

President taft announced appointments naming Paul A F Walter as supervisor of the census for New Mexico and Franklin W Towle as supervisor for Arizona along with hundreds of enumerators to be appointed in the coming weeks in a dispatch from Beverly Mass dated August 18 1911
Paul A F Walter editor of the Santa Fe New Mexican was appointed supervisor of the census for New Mexico. He received endorsements from congressman Luna and the Republican territorial committee. about 300 enumerators will be chosen across the counties, with roughly thirty assigned to Bernalillo county. Walter’s background in installation work is cited as a major qualification.
At a late conference in Beverly mass President Taft announced the appointment of 330 census supervisors for the Thirteenth Census. The slate aims for even party balance and emphasizes qualifications over politics. Also named is Charles A Overlock as United States marshal for Arizona, succeeding Ben Daniels.

Special dispatch reports engineer Samuel Rueh of Knoxville Tennessee died from injuries after a Southern Railway wreck near Bristol Virginia. Co-engineer Hush Wae survived with severe burns while passengers escaped unharmed. Rueh, with 30 years service, left an estate valued at about 100000 dollars.
Mount Vernon reports Thaw’s counsel Charles Morechaucer issued a calm defense of early court interruptions. He insisted all interruptions and suggestions were made at his request, not due to nervousness, and criticized trial handling as unjustly portraying his client.
U S Carmody shot and killed by Deputy Sheriff Archuleta after a saloon brawl at Cow Town. The altercation erupted during a feud over control of the Magdalena area, authorities report a deadly gunfight near the saloon.
In Magdalena early morning a dispute between deputy Carmody and Deputy Daniel Archuleta ended in Archuleta shooting Carmody in Carmody's saloon. Carmody died at 2 30 this afternoon. Archuleta surrendered and was jailed awaiting a preliminary hearing. A bystander Miguel Velardia was wounded in the hand.
Spokane on August 13 reports Stephen Robinson of Missoula Montana won last chance number 6006 at the Flathead Indian reserve drawings. He is 65 and hopes to win a farm. Monday morning 250 reservation claims drawings are set to occur, expected to finish in under an hour.
Vallejo California August 14 Arrangements have been made for the return to Texas of Plenty McGowan a sailor of the cruiser California who was arrested aboard that vessel on a charge of being a fugitive from Texas prison McGowan was serving a long term for burglary and dug his way out of his cell. Condemned murderer reprieved Denver August 14 Hager the convict of murdering Mrs Elizabeth James at Pueblo and condemned to die in the week of August 22 was reprieved by Governor Shaffreth today. The sentence was suspended for 90 days to allow an investigation into whether the killing was premeditated.
Vice President James S. Sherman hailed the newly enacted tariff in a speech to the Utica chamber of commerce. He called the protectionist policy a great contribution of the dominant party and linked it to the country’s prosperity, expressing personal gratification over his role in its passage.
