The entire Russian cabinet resigns with the exception of one minister who contemplates remaining in position. The agriculture minister, a socialist, faced charges that he is a member of the German General Staff.
Petrograd dispatch reports Premier Kerensky and most cabinet members resigned last night except Vice Premier Nekrasoff and Foreign Minister Terestchenko. Tehernoff faced smears over ties to the German staff, prompting his resignation as agriculture minister as part of a broader plan to reconstruct the cabinet with socialist and radical members.
Honolulu reports a surge in military construction as the army payroll rises and plans for a prominent army and navy building in Hawaii emerge. Proposals include staff housing near Waikiki, an office building costing around 200000, and reuse of the old Hawaiian hotel as an army Y M C A.

Governor Campbell refused a bid by two deported I W W miners Richard Deming and Bentley Webb and attorney Fred H Moore to urge the president to declare martial law at Bisbee and send federal troops. He sent Attorney General Jones to Bisbee to investigate and said a disturbance is not present warranting federal action.
Representatives of the deported Bisbee miners, meeting in Columbus New Mexico, telegram President Wilson offering to dig copper for the United States government if it takes over all copper mines and smelters. In Muskogee Oklahoma on August 3 a hundred armed men with large ammunition supplies departed Okmulgee by special train after a call from Baskawa to join the anti-draft riots in the southern part of the state.
Petrograd reports General Erdelli, the military governor, was shot in the back and killed. The Bourse Gazette notes his appointment followed General Polovtseff’s resignation after riots in the capital. Erdelli formerly commanded the Eleventh Army.
Salt Lake City on Aug 3 Deputy sheriff John J Corless arrested 21 year old Joe Bergerman for selling court plaster infected with tetanus germs. Dr T B Beatty announced the analysis showing the germ presence. Bergerman claims stock stolen recently and suspects German agent links.
London reports a royal warrant orders creation of a Camel Corps with officers and men to receive the same pay as cavalry regiments. The move formalizes service terms and sets a new unit alongside existing mounted troops.
Sew Admiral Petrograd August 3. Captain Nemitz has been promoted to rear admiral and named commander of the Russian Black Sea fleet. He succeeds Admiral Kolchak as fleet commander.
