The United States Senate reaffirms the Monroe Doctrine amid a grave warning against foreign corporations acquiring military or naval sites. The warning highlights national sovereignty, defense needs, and potential strategic concerns affected by such investments.
The U S Senate approved a Lodge resolution denouncing foreign acquisition of sites that could threaten U S communications or security. Four votes opposed, led by Cummins, who said the measure lacked direct specificity on land control by foreign corporations. Supporters argued the aim was a general position before future conflicts.
Testimony at the federal inquiry into Southern Pacific land holdings in Oregon centers on 17 745 000 dollars of a 20 million bond issue by the California and Oregon Railroad Company. Mexico City August 2 The foreign affairs minister said Mexican consular investigations show high American claims for damages from the Madero revolution. He noted claimants in Douglas Arizona refused settlements set at 1000 dollars for deaths and 100 dollars for injuries.
London reports that the Turkish government has appointed a mission to discuss peace with Italy and will meet Italian delegates at Lausanne. The Daily Express says Italy’s seizure of Tripoli followed news of German negotiations in Constantinople to obtain rights in Tripoli.
Juan Didapp, representing the Mexican revolutionary party, claims President Madero failed to float a 50 million dollar loan in Europe or the United States and sent his brother Gustavo to Japan seeking funds. He accuses Madero of spending most of the treasury and not using the foreign claims settlement money.
General Pascual Orozco says he will not hastily abandon Juarez and remains in the city to protect it. He reports contact with General Inez Salazar at Casas Grandes with over 1,000 rebels and notes rail damage near Madera to impede federal movements. Salazar will retreat toward Juarez when Federals approach, then the rebels plan to shift south along the Mexican Central railway toward Guerera district near Chihuahua.
Miss Alice D Drexel daughter of Mr and Mrs John R Drexel of Philadelphia escaped serious injury when her car was struck by a delivery wagon at Newport Rhode Island. She was hurled onto a lawn and shaken up. Her maid Marie Leglene suffered a slight concussion and chauffeur George Kosehny broke a leg and sustained other injuries.
In Charleston West Virginia on August 2 reports say striking miners and coal company guards will be disarmed tomorrow as state troops faced an early assault at Mucklow. Shots were exchanged with no injuries and National Guard units remain on edge as many miners are armed with rifles.
Chicago reports 90 percent of surface street railway workers favor a strike over wage increases and better conditions. Official ballot tally due by tomorrow noon.

Denver August 2 Jelenry Kintz an 80 year old watchman for the Denver and Rio Grande railroad at Sixteenth and Wynkoop streets was almost instantly killed when a street car backed over him severing both legs and causing internal injuries this afternoon.
Denver county platform Democrats split from the regular convention toward the Pueblo state assembly meeting. Leaders led a rump gathering, withdrew, and later decided not to send delegates to the state assembly or congressional conventions, planning to unite with progressive Republicans after primaries.
Washington reports rising anxious in the administration as Nicaragua revolts intensify. The gunboat Tacomas was ordered from Guantanamo to Bluefields to reach Managua and update the state department on developments. Washington August 2 The fight over battleships in the naval appropriation will grow so intense that the measure will not be brought up in the house until next Thursday after the democratic caucus acts on its former no battleship decision. The caucus will be held Tuesday night and a struggle is expected.
The Senate approved a $100,000 plan to transport destitute American refugees from El Paso to locations in the United States. The measure requires House and presidential approval and would fund transit only for those receiving shelter or sustenance from the government.
