Three hundred cavalrymen arrive for possible action as Juarez garrison faces pressure from Carranza loyalists. The Sonora campaign is paused and troops move from Casas Grandes toward Juarez while El Paso braces for possible spillover.
General Salvator Alvaradne, envoy of General Obregon and Konora Revolutionists, reached New Orleans to meet Rafael Zubaran Capmany and arrange transfer from Havana. The delegation's arrival follows a scheduled departure from Havana.
Washington reports Republican members of the Ways and Means Committee debated five soldier relief plans today. A paid up insurance option with annual compound interest could allow post office loans, alongside cash aid for homes, farms, city homes, education, and insurance. The plans would adjust daily service credits to 1.75 dollars, and the insurance plan was labeled a misnomer yet called most attractive. Average WWI service was 490 days. the policy could yield a 1,887 dollar paid policy after twenty years or to heirs on death. Loan value would accrue after the third year, with 160 days service granting a 551 dollar loan at that time.

Delegates at large split suggests four Harding tickets may win while 38 to 41 of 48 delegates could be Harding pledged on first choice with seven to ten for Wood.
Washington April 28 official release from the Japanese foreign office reports a serious upheaval in Nikolaevsk district on Siberia's eastern coast north of Vladivostok. With all communication cut, reports say the Japanese guard was annihilated and several hundred Japanese residents including the consul massacred.

In Newark on April 28 William P. Verdon, Hoboken Republican leader and Johnson supporter, charged that Senator Johnson was robbed of Republican presidential preference in Camden, Morris, and Essex counties. Johnson responded later that he would win delegates, while Hiram Johnson noted a memory of fraud in Minnesota and sought details from New Jersey supporters.
A five year old boy Rev John Ht McClahan died in a poorly furnished room in a congested Phoenix district. Officials chaired by Coroner Charles Wheeler reported the boy was worth about 196000 in various bank deposits and securities. Letters from bond houses and bank records show deposits in Denver St Paul and Phoenix with safekeeping in Los Angeles. The body was sent to Philadelphia for interment.

Reports from Chihuahua City say loyal troops under Felipe de la O have driven rebels from the state capital after capturing the rebel leaders at the governor’s home. Juarez garrison remains loyal to Carranza as Villa reportedly offered to join the revolt. General Enriquez, a Chihuahua governor candidate, was reported killed in the fighting.
Denver April 28 George Charlton 19 was shot and likely fatally injured by KE Turner a contractor during a running battle after Charlton attempted robbery at Hiatinek’s soft drink establishment. Turner and farmer A J Whitbrook pursued Charlton to Riverside cemetery where he was wounded and captured after the chase.
Judge Samuel L. Pattee instructed the jury in the Harry E. Wootten kidnapping case tied to the Bishee deportations of July 12 1917. He stated if Brown joined willingly or if danger justified it the defendant should be found not guilty, with night sessions planned to speed verdict. Two questions were submitted to the judge: voluntary departure and necessity.
Tombstone Arizona April 28 1917 1186 copper miners and sympathizers were deported from Bisbee to Columbia and Hermanas New Mexico on July 12 1917. Assistant county attorney George M Roark condemned the act as heinous likening it to Belgian deportations. He urged a guilty verdict against Harry Wootten on kidnapping charges connected with the depor tation. The speaker tied the event to Americas war effort saying 1209 men were sent from the state to subsist on the desert.
