A railroad department study warns a mandatory two cent passenger fare will reduce revenue by about 26 percent where laws exist. Illinois routes show 20 to 33 percent declines, with Chicago to St. Louis down 20 percent and Cairo to various points down 82 percent. Officials warn service and equipment quality will deteriorate as railways cut trains and delay maintenance if lower rates persist.

Ripley's View on Federal Valuation of Railroads

Topeka June 22 H P Ripley president of the Atchison Topeka Santa Fe Railway argues against a federal valuation of railroads for rate setting. He says rates should reflect service value to shippers, not capitalization, and questions how a government commission would judge under and over capitalization among rivals. He cautions that such valuation would not aid the industry and could force unfair rate changes.
