The State Department said there was no official Soviet ultimatum in the recent departure of an American naval vessel from Dairen Manchuria. William Newton reported Russian authorities refused land access to an American business man and two correspondents as the ship left after its 48 hour stay. A verbal ultimatum after clarification of a garbled report prompted the departure, but officials stressed it was not a fist shaking confrontation.
