In Bernalillo a local power broker narrowly blocked a reform effort aimed at cutting him from control. The defeat preserves the current arrangement and shields the boss from procedural changes supported by opponents.
In Santa Fe on March 4 the legislature debated a two year jury system and a bill to define juror qualifications. The minority report on Council Bill No. 70 was defeated 6 to 5, and the bill killed. The New Mexican SNAP notes immigration funding struggles and district reforms for district attorney elections. Albuquerque division of Sandoval county failed 6 to 5 amid political clashes.
Senate ends statehood fight after long debate. Quay led Republicans for admission of Oklahoma as a single state with eventual Indian Territory addition, while Aldrich pressed opposition. Spooner drafted the compromise, but a Democratic caucus rejected it and the effort was abandoned.
