Veterans administration rating changes explained

The Veterans administration has adopted a new disability rating schedule for postwar veterans. It liberalizes 178 bone and muscle disabilities, adds special ratings for tropical diseases and injuries from explosions, and includes temporary 100 percent ratings for certain conditions. The policy remains that the veteran gains the higher of two ratings when service-connected, with Q and A covering death rates, demotion, stars for actions, pension timing, and insurance guidance.
