After five days of debate the Senate approved a 26 billion dollar revenue measure, boosting annual receipts to about 25 to 28 billion with rapid enactment. The plan includes a 5 percent Victory levy on individuals earning over 624 dollars yearly, higher normal rates, and surtax increases. A tire stockpile plan and gasoline controls are outlined. Roane Waring as newly elected American Legion commander told the AFL convention in Toronto that anyone who slows war production is a criminal saboteur a traitor and should be shot by firing squad. At a Toronto press conference William Green of the AFL rejected John L. Lewis and the United Mine Workers as participants in a labor peace conference with the CIO. Green argued the presence of Lewis would widen the rift, and that peace could be achieved without him, while noting Lewis is a creator whose actions could undermine arrangements.
