Admiral William B. Benson frames Yap as vital for Pacific cable networks and naval strategy. He helped lead the American peace mission talks on maritime matters and argues Yap should remain open to free International communication. Benson notes Yap is central to submarine cable routes and reducing undersea wear by landing cables there.
