Federal Judge Merrill E. Otis ruled that Iowa's farm moratorium can apply to bankruptcy exemptions, even if debts existed before passage. In the Durband case from Plymouth County, adjudicated bankrupt September 7, 1933, the court allowed a $500 exemption plus existing exemptions, deeming the law an emergency temporary relief measure under state police powers amid the Depression.
