Lawsuit alleges DSS placed girl with man who raped her
A South Carolina couple sue the Department of Social Services for negligence for placing their teenage daughter with a nonrelative foster placement. The 13 year old, identified as Jane Doe, was removed in 2011 and later allegedly raped by Rhett Tison, 42, who had no background checks or home inspection. The suit claims DSS failed to follow procedures or verify foster status.
