Houston inmates' release prompts fear of rising crime

Houston residents fear a crime surge as the city releases more than 270 inmates to ease Harris County Jail overcrowding. At least 31 of 276 released on personal recognizance bonds since Sept. 14 have returned to jail, including seven on felonies such as armed robbery. Sheriff Johnny Klevenhagen says repeated arrests show citizens are victimized by the system. The jail population dropped from a peak of 8,800 to about 6,300 after missed state deadlines. gun shop owner Bill Carter notes a 10 percent rise in gun sales and more women seeking shooting lessons amid the releases. County officials blame the state for overcrowding as inmates are supposed to be transferred to state facilities after conviction.
