Supporters of the tax overhaul foresee an easy Senate passage after a 292-136 House vote. Sen. Packwood estimates up to 85 of 100 senators would back the measure as Reagan backs the bill, with a ceremonial signing likely the week of Oct. 5. The plan cuts individual and corporate tax rates and reduces deductions including IRAs and consumer interest.
The measure keeps property and state and local taxes, but cuts individual tax relief to fund a $120 billion business burden rise over five years. House split showed 176 Democrats and 116 Republicans for, 74 Democrats and 62 Republicans against. Critics say middle class and growth suffer while election politics drive the move.
The House backed a comprehensive tax overhaul with 1987 and 1988 start dates. Most taxpayers receive about 6.1 percent cuts, 6 million low earners pay no tax, while some between 30,000 and 40,000 face higher bills. Limits and exemptions rise with inflation, standard deductions grow, and special rules apply to retirement accounts and tax shelters.
