Appeals court reverses ruling on donor disclosure in ads
The U S Court of Appeals for the District of Columbia reversed a Jackson ruling and sent the case back to the Federal Election Commission for further consideration. The panel said Congress’s intent was unclear and that the FEC must clarify how secrecy in electioneering communications should be treated.
