Harvey Winds Weaken as Hurricane Fades toward Tropical Storm
Harvey weakened to 75 mph as it moved northeast about 14 mph over colder Atlantic waters. Forecasters anticipated downgrading to a tropical storm by nightfall while the storm drifted roughly 600 miles south of Cape Race Newfoundland, following a path similar to Dennis Emily Floyd and Gert.
