Neighbors stunned as suspect in Phelan plant killings is named
Cheryl Hilton described Hastings Wise as a friendly, caring neighbor who lived near 310 Verdery Street. Authorities say Wise, who used the name Anthony, shot four former co workers at the R B Phelan Co plant on University Parkway and was detained after a two hour manhunt. The Belvedere resident kept a dog and was seen walking it daily, with Hilton recalling his kindness and concern during her pregnancy.
