Washington reports that small investors have a little longer to buy U.S. savings bonds at a guaranteed 7.5 percent rate. A Treasury official said no decision had been made on cutting the minimum rate, though reasons for a reduction remain. Charles O. Sethness cited undecided timing.
An NASA Langley report concludes that a late 1979 to early 1980 spike in solar activity caused chemical changes leading to a global ozone decline and Antarctic depletion. With solar activity down, ozone may rebound, said Linwood B. Callis.
The forecast predicts a low near 50 tonight with increasing clouds by morning. Tomorrow and night will be cloudy with a high in the upper 60s and a 20 percent chance of rain as details appear on Page 12A.

Congress approved a 1987 budget of 1.215 billion for Savannah River Plant operations, a 4.2 million cut from 1986. The weapons program is funded at 82.1 million for tritium production and loading, while defense waste processing rises as the facility nears completion in 1989.
