Fidel Castro announces Cuba will postpone Christmas celebrations to July as the sugar crop takes priority. He vows the 1970 harvest will reach 10 million tons, more than double 1969, at a ceremony marking the harvest start in Havana.
Army Captain Budge Williams a Green Beret officer once linked to a murder case in South Vietnam is reassigned from Army intelligence to infantry duties. He is moved from Ft. Holabird Maryland to the 82nd Airborne Division at Ft. Bragg North Carolina effective November 10.
Vice President Spiro Agnew altered a prepared line at a Pentagon ceremony honoring 15 individuals and defense organizations. The event celebrated more than 36,000 defense personnel who have submitted cost reduction ideas in the past year.
Richard A. Graham of the American Hospital Association told the House Ways and Means Committee that average daily hospital costs rose from 61.38 in 1968 to 67.59 in 1969 and are projected to reach 98.37 by 1973. He cited Medicare, rising salaries, general cost increases and inflation as factors.
President Nixon signed legislation to raise survivors benefits for widows of lower grade servicemen.
