Minibottle Cost Figures Explained Ahead of Referendum

Ben R. Morris of the Foundation for Modern Liquor Regulations and Controls outlines minibottle costs for liquor by the drink. He estimates an average minibottle cost of 62 cents to licensees, with a $1.25 sale price implying over 100 percent markup and potential 80 percent margins on some brands. Case costs range $20 to $30.60, averaging $25.30, plus $1.25 trucking, $2.18 per-case tax, 25 cent tax per minibottle totaling $30 per case, and $15.56 per case in wholesaler and retailer markups, yielding about $74.29 per case and under 62 cents per minibottle. Morris notes illegal mixed-drink sales and brown bagging setups vary, but minibottles would align with average illicit drink costs and generate about $13 million in new state revenue paid by purchasers. The measure would aid law enforcement and offer an honest approach to liquor policy.
