The South Carolina Tax Commission targets residents who buy items out of state to dodge use tax. About 160 people, including Pete Adkins of Fort Mill who owes 317.72 on a $3000 riding mower, received letters urging payment. The state estimates out-of-state purchases cost over 30 million dollars annually.
Secretary of State James Baker tempered hopes for the Madrid Middle East peace conference while noting no bets or percentages on its outcome. An Israeli hard liner denounced the talks as ruinous and some Palestinians remained wary as invitations from Presidents Bush and Gorbachev were announced for a Oct. 30 Madrid start.

Julius E. Clayton, 42, a construction worker and father of three, was arrested in Winnsboro for unpaid child support totaling $32,429. He received a one year prison term suspended on payment of a $5,000 fine and must pay $60 weekly to his children. DSS officials credit the poster campaign for the arrest.
Aiken mayor H Odell Weeks remained in serious condition at University Hospital after a second heart procedure on Friday. In a Saturday call Weeks said he expects to be okay and aims to regain strength to return home.
