Pope Paul VI listened as 146 prelates from three continents discussed authority in the church during the Vatican synod. Liberal voices urged curial reform and some relinquishment of papal power while conservatives urged the pope to keep monarch style authority to avoid confusion among Catholics.
Hundreds of British troops patrolled the Protestant Shankill Road district after weekend clashes left three dead and many wounded. Army searched cars and cleared barricades while machine guns loomed on rooftops signaling readiness for more trouble in Ulster's sectarian feud. The dead included a 29 year old policeman and two civilian men who were cousins.
Police report an 11-year-old pupil stabbed sixth grade teacher Alan Banov, 23, after discipline and removal from class. The assault with a deadly weapon charge will be filed. Banov is in undetermined condition with a stab wound near the neck.
The U S Supreme Court allowed Dr Howard Levy to stay free on $1,000 bail while he appeals his conviction for refusing to train Green Berets at Fort Jackson South Carolina. Levy 31 had served over two years of a three year sentence before Aug 4 release and finishing his term with good conduct time.
The Dow Jones Industrial Average gained 12.34 points to close at 819.30 in active trading on Monday. Analysts credited peace hopes sparked by the Vietnam moratorium plans for Wednesday and other technical buying factors. The NYSE tape closed two minutes late due to high volume.
The Department of Health Education and Welfare approved a 564 213 grant for a Head Start program in Chester Fairfield Lancaster and York counties in South Carolina. Senator Strom Thurmond said the funding goes to Carolina Community Actions of Rock Hill to provide medical dental social and psychiatric services for 560 children for one year.
Orangeburg AP report says Frank Whallen 63 of Gilbert Louisiana was killed Saturday night while running a concession at a Negro fair. Coroner Joe A Dickey said Whallen was shot five times and robbery did not appear to be the motive. He wore a money apron with 22 in change and 28 in bills on his person.
An out of season storm left up to 12 foot drifts in the Rockies and caused eight deaths in Colorado and Wyoming. Five died in weather related highway accidents in Colorado, while two perished in Wyoming skid crashes. A Denver man died shoveling snow from an apparent heart attack. Cold temperatures kept snow and ice on roads, marking a second weekend of prewinter storms.
Maj. Gen. Winston Pp. Wilson said budget cuts have been large and deeper reductions could come. Speaking at the 91st General Conference, Wilson noted reviews of future missions and force levels, and the possible loss of the draft as a factor in sustaining Guard strength. About 2,500 officers attend the four day meeting in Mobile, Alabama.
Tropical Storm Kara with 60 mph winds neared the southeast mainland causing alerts from Ocean City Maryland to Savannah Georgia. The center plotted near 32.6 N 75.5 W as it slowly moved southwest about eight mph with gale zones extending up to 200 miles west and 100 miles offshore. Small craft warnings stretched up the coast to Cape Kennedy with lighter warnings further south.
Five men from the South Carolina Economic and Industrial Development Committee tour Europe to lure foreign firms to invest at home. They report signing and promising projects worth hundreds of millions, using lunches, speeches, and turnkey plant offers to ease red tape and boost U S plant construction.

SAIGON AP reports a record 35,000 enemy soldiers and sympathizers defected to the government this year under the Chieu Hoi program. Since 1963, 125,437 have rallied, with most being low rank. fewer than 1 percent were officers or high‑rank personnel.
The Kennedy Kolony drainage problem may be solved by the Investment and Development Co agreeing to purchase nine acres and build a city supervised ditch. Council approved the subdivision in 1967 and has delayed building permits until drainage is fixed. A $75 000 emergency loan from Farmers and Merchants Bank funds storm sewer work and a 60 inch pipe installation near Laurens Street and Heath property.
