Bush Clinton In Dead Heat For South Carolina Vote

A Friday poll shows a tight presidential race in South Carolina. Bush 41 percent, Clinton 39 percent, with 10 percent for Perot. Survey of 486 registered voters, margin of error 4.5 percent, conducted Saturday through Tuesday by KPC Research for The State and WIS-TV. Tax Refunds May Be Used To Pay City County Debts

South Carolina taxpayers could see refunds diverted to cover past due city or county bills. The Municipal Association pushed an amendment allowing 26 cities to test debt collection this year, expanding to all 272 in 2027. Counties may apply liens for unpaid EMS, fines, or other charges.
