Washington officials view Moscow's latest arms proposal as an improvement yet fall short of an accord before the Geneva summit. The plan calls for a 50 percent cut in nuclear weapons, limits on weapon types at 60 percent, and a ban on further Star Wars work. Critics say it is unbalanced and unlikely to yield a timely agreement.
