City OKs Gem Lakes annexation by 4.3 vote
The Aiken City Council approved annexation of over 300 Gem Lakes properties by a 4.3 margin, bringing about 87 percent into the city starting Dec 1. The vote hinged on petition-based inclusion rather than full-area annexation, while sewer system purchase and a looming special election remain hurdles.
