In Seoul police repulsed a radical protest at the U.S. Embassy information office as students stormed the lobby with steel rods injuring eight officers and two attackers. Ten students were arrested amid a wave of anti U.S. actions in Korea. Americans sustained injuries in the assault during a 15 minute lunchtime incident.
In LAJITAS Texas on the Rio Grande two miles downriver from the border snipers on the Mexican side fired on a rafting party. Guide Jam Burr was wounded but steered the raft ashore. Michael W Heffley 40 and his wife Jamie of Eastland were targeted. Heffley was killed while aiding his wife. The guide and Jamie Heffley were hospitalized in stable condition. Authorities seek up to four snipers.
Fair skies and cold weather are forecast with a low in the upper 30s. Partly sunny conditions are forecast tomorrow with a high in the low 60s. Details on Page 5A.

President elect George Bush said he will retain Attorney General Dick Thornburgh and Education Secretary Laura Cavazos and nominate Richard Darman to lead the Office of Management and Budget. He stressed Thornburgh’s drugs fight and Cavazos’ education record, while noting his Hispanic cabinet goal. Bush dismissed plans for a Thanksgiving meeting with Dukakis but left open future talks. Cavazos succeeded William Bennett. Thornburgh is a Bush ally who joined last August.
South Carolina seeks a new regulation to set minimum standards for state supplemental insurance policies. By Jan 1 all insurers must meet these requirements to align with the new Medicare catastrophic law. The change shifts costs into a higher annual deductible while Medicare covers the rest.
Prime Minister Brian Mulroney campaigns for a Progressive Conservative majority to push the 10 year U S Canada free trade agreement. Polls opened across time zones with Newfoundland first and British Columbia closing last. Liberals led by John Turner oppose the pact while New Democrats may influence a close result. Polls show Conservatives ahead with about 40 percent support among decided voters. Turnout is expected to rise from 1984.
Washington convention area guests faced the homeless issue up close as Mitch Snyder urged home builders to act. Two blocks away a 64 year old woman described life on the streets after losing her apartment. A 32 year old man found shelter under a subway entrance while others slept in doorways as cold autumn nights persist. Estimates suggest 250000 to several million homeless nationwide, with growing numbers including families challenging the Bush administration.
Federal employee drug testing, begun by President Reagan, will quadruple next year, expanding from about 50 000 tested this year to roughly 200 000 of 3.1 million federal workers in 1989. Most large agencies will run programs soon, with random testing comprising a large portion and other testing following accidents or reasonable suspicion.
