At Geneva the Reagan Gorbachev summit ended with a joint appearance and plans for two more summits in 1986 and 1987. A cultural exchange accord was reached while arms control talks lingered. Nancy Reagan and Raisa Gorbachev met for tea and a fashion clash was dismissed. Reagan will brief NATO leaders and Congress in Washington.
Soviet dissident Andrei Sakharov has reportedly ended a hunger strike and rescinded his resignation from a top Soviet science academy after his wife Yelena Bonner won permission to travel for medical treatment. Bonner told their children she will visit Italy and Boston for glaucoma treatment and bypass surgery, with her trip potentially marking the first exit from internal exile and return.

Washington government data show Americans cut personal spending by 0.9 percent last month the steepest decline in about 25 years as auto sales cooled from a late summer surge. Personal income rose 0.4 percent in October, with spending likely to slow further, threatening overall economic growth.

After two days of fireside talks in Geneva, President Reagan and Soviet leader Mikhail Gorbachev said serious differences remain over nuclear arms limits but pledged to speed up talks. They agreed to a second summit next year and a third in 1987, with further meetings planned in June in Washington.
