Six southern Florida counties declared emergencies as Hurricane Kate neared the state with 110 mph sustained winds. Neil Frank of the National Hurricane Center warned residents to take it seriously as Kate moved west toward the Gulf from its path near Cuba. Kate stood about 140 miles southeast of Key West at 9 a.m. EST, moving west at 20 mph.
