States’ lack of primary seat belt laws linked to 12,000 deaths
A National Safety Council study estimates more than 12,000 deaths from 1995 to 2002 occurred in states without primary seat belt laws. Twenty states plus the District of Columbia have such laws. 29 states allow tickets only after a stop for another violation. New Hampshire has no seat belt law.
