L. Douglas Wilder secured a razor-thin victory in Virginia becoming the nations first elected black governor while David Dinkins won New York Citys first black mayoral term. GOP Wins Contested City Races in Aiken Council

Republicans Michael Anaclerio and Robert S. Perry Jr. won the two at large seats, defeating Democrat Ronald A. Maxwell as incumbent Lessie B. Price and Republican Eric M. Radford also secured districts 2 and 4. Voter turnout was 21.15 percent with 2434 ballots cast. results await certification.

New Law Defines Nuisance In Aiken County

A nuisance ordinance approved by the Aiken County Council's Judicial and Public Safety Committee would let a single complaint trigger action to abate nuisances injuring public health or morals. Sponsored by LaWana McKenzie the measure expands county power under state law and covers loud nightclubs porn shops junked cars and derelict buildings with a process culminating in council review and possible abatement actions. The ordinance allows voluntary abatement or escalation to a full council hearing before the nine-member body.

Congress Raises Debt Limit To Avert Default

Congress approved a bill raising the national debt ceiling to 3.1 trillion dollars, averting a possible default and enabling the Treasury to replenish funds. The measure, passed by Senate by voice vote and House 269 to 99, faces President Bush who was to sign it, lifting borrowing capacity into 1991.
