Mayor Pro Tem Richard Smith told the Rotary Club of Aiken that the city must implement impact fees for development but cannot without Aiken County doing the same. The meeting also welcomed Phil Winsor as a member, honored Richard Church as Paul Harris Fellow, and introduced Students of the Month Sara Sparks and Jessie Young.
