The Federal Reserve Board reduced its key lending rate from 5.0 to 4.5 percent the lowest in 18 years and the fifth cut since December aimed at steering the economy away from recession. After the move J P Morgan lowered its prime rate to 7.50 percent from 8.0 percent marking the fifth decline this year.
Tropical Storm Thelma triggered flash floods and landslides across central Philippines. Officials report more than 2,300 dead and over 1,500 missing, most in Ormoc near Tacloban on Leyte island. The storm weakened to a tropical low, with many bodies unrecoverable.

James Watkins announced the resignation of Dominic J. Monetta, director of the Office of New Production Reactors, after NPR postponement. Monetta quit citing urgency changes, as NPR's future and Savannah River Site’s potential siting affect local jobs and regional growth while PEIS modernization timelines are sped up.
Fred B. Cavanaugh won the Aiken mayoral race with 2,805 votes to 1,824 for Lessie B. Price in a record turnout of about half the registered voters. Richard Johnson Jr. said 4,726 ballots were cast in Tuesday's election, unofficial until certification Thursday at 9 a.m. Cavanaugh credited the win to divine will and urged unity as the city moves into the 21st century. Price praised supporters and called the race clean, with re-elected Beverly Clyburn and Karen Morris Papouchado winning seats on the council.
Ceremonies in Aiken honored three Desert Storm veterans from the 450th Ordnance Company, Sgt. 1st Class Joseph Crane, Staff Sgt. Eugene Guyton, and Sgt. Keith Godbee, who received Bronze Stars for exceptional service. Captain Andrew J. Vause and First Lt. Brent Gutierre also received Bronze Stars in separate ceremonies.

Nearby regions reported record lows and one confirmed death from hypothermia amid widespread cold.
Frederick B. Cavanaugh Jr., 54, Republican, elected mayor in 1985 after four years as mayor pro tem. Aiken native, principal engineer for Westinghouse at Savannah River Site, graduated from Aiken High School in 1955 and Virginia Military Institute with an electrical engineering degree. He and wife Lee Quinn Cavanaugh have two sons, Alex, 18, and Brian, 9. He began with DuPont and moved back to Aiken in 1978 and serves as elder and teacher at Grace Brethren Church.
