Aiken County Signs Letter For Cecil's Nursing Home Deal

The Aiken County Council chairman signed a letter promising to sign a 1.2 million contract with Cecil's Inc. to build a county nursing home. Cecil's seeks a state certificate of need still pending before DHEC, with review set for Tuesday night. If the county fails to sign, ownership will revert to Cecil's. Cecil's may withdraw its DHEC filing.

Brezhnev Calls Moratorium on All Nuclear Explosions

Brezhnev proposed a moratorium on all nuclear explosions peaceful or military during the 60th anniversary celebrations. He tied the speech to a joint party and parliamentary meeting and noted a disappointing 1977 grain harvest of 194 million tons, 19 million below target and 29.8 million below last year. SCEG gas rates rise for winter bills in South Carolina

South Carolina Electric and Gas announces residential gas rates will rise 5 to 10 percent this winter as Southern Natural Gas increases costs by 19 percent. Silver Bluff a 175 acre tract at the Savannah River end of Silver Bluff Road is Ai ken County's new National Register site. The Audubon Society plans development as a wildlife and timber management research area. Historian Car lisle Blakeney notes Galphin established a 1739 trading post attracting traders from St. Augustine Mobile Savannah and Charleston. Ft.
