Officials at Edmonton said radio contact reached survivors of a Hercules C 130 crash in far northern Canada. Windblown snow and zero visibility halted rescue teams from reaching the wreck while survivors sheltered inside the aircraft awaiting better weather for parachute drops.

The K Reactor at Savannah River site could restart at 30 percent power after more than two years of repairs. Westinghouse Savannah River Co expects work to finish by Nov. 10 and will seek DOE permission to ramp up slowly. Board chairman John Conway cites 30 percent as a safe, proven level given the vessel design and operator training, seismic tests, and safety measures.
The U S unemployment rate jumped to 6.8 percent in October as factory and construction layoffs surged. A separate payroll survey shows 1 000 fewer jobs in October, signaling weak hiring and potential Fed rate cuts amid a sagging economy. The White House cited polling showing discontent with the slump.
