The $3 billion fiscal year state budget cleared the Senate nine days before adjournment and moves to conference with the House. Lawmakers aim to resolve differences, notably over the capital expenditure fund. Senate rewrote the plan to curb allocations from $41 million to $13 million, while preserving the fund. Senate surplus arose after trimming a $14.1 million deficit and delaying state employee raises.
AP reports major contrasts between House and Senate versions of a 3 billion dollar appropriations bill in Columbia. Key deltas include 3,077 new state jobs with 1,886 added by the Senate, including 1,512 federally mandated for Corrections Mental Health and Mental Retardation. House approves a 3 percent base pay raise. Senate adds 2 percent merit and longevity pay with Oct. 1 implementation for about 32 million. House funds capital at 41 million. Senate at 13 million. House deletes tax indexation. Senate restore one third when inflation exceeds 3.9 percent. House cuts agency budgets. Senate raises funding toward full formula. Governor secures a one year delay on food stamp sales tax to save 7 million, used by Senate for social and health programs. Senate makes permanent highway fee increases to raise 12.5 million. House does not extend them.
Three of four Democratic candidates for governor report loans around 200000 each to aid campaigns as Lt. Gov. Mike Daniel leads in donations with over 589000 raised. Lader/Eppes/Leatherman also file contributions and loans, with Eppes stressing not buying the election. Primary set for June 10.
