House passes 690 billion defense bill limits Obama powers

The Republican controlled House approved a 690 billion defense bill by a 322 to 96 vote. It funds troops, aircraft, ships and submarines, raises military pay, and modestly increases health care fees for working age retirees while constraining Obama on Guantanamo transfers and detainee moves. It also bars taxpayer dollars for U.S. ground forces in Libya except for rescue missions. The measure sets potential veto risk and awaits a Senate version.
