Columbia authorities say Angela Chapman faked a cancer diagnosis for her 15 year old daughter to solicit donations. The South Carolina House approved a bill 99 to 1 to require officers to issue traffic tickets in person, blocking a Ridgeland speed camera program on a seven mile stretch of I 95. Mayor Gary Hodges says the system saved lives and issued about 10,000 tickets in nine months, with most fines at 133 dollars for 1 to 15 mph over limit.
