Dispute scraps primaries over district racial makeup
The U S Justice Department ruled that Horry County South Carolina redistricting to fix inequities reduces black voters influence and dropped thirteen county council and school board races from the June 9 primary. District 7 shows 47 percent black population and 43 percent voting age. District 9 shows 50 percent black population and 44 percent black voters.

Wrecks Fall 17 Percent Across South Carolina in 1997
South Carolina reports 17 percent fewer train vehicle crashes in 1997, the second straight decline. There were 70 grade crossing crashes, the fewest in over a decade, while deaths rose to 12 and injuries fell to 30 from 62 in 1996. Four fatalities occurred in a September accident.

Investigators from the State Law Enforcement Division probe a courthouse fire in Allendale that caused about 3 million dollars in damage to the 1919 building. No heat or electrical source was found nearby and no injuries were reported. The arson team analyzes chemical residues at a state lab.
