A senior U S official said Henry Kissinger’s diplomatic effectiveness was weakened by U S presidential campaign attacks. European officials believed Ford opponents’ attacks limited Kissinger’s leverage as NATO ministers opened talks in Oslo.
The Agriculture Department plans to allow deboning machines to scrape bones from processed livestock carcases creating finely ground bone chips in hot dogs. Officials say the chips will be unnoticeable and provide calcium. The current use of deboning machines is limited and not in the final bone scraping method proposed.
The Agriculture Department said consumer food costs will rise 2 to 5 percent this year. Beef averaged 1.43 dollars per pound in early May, up 9 cents in three weeks. Officials forecast beef near 1.50 by midsummer, short of last July's 1.61 peak.
Joseph P. Kennedy III 23, oldest Kennedy nephew, manages Uncle Ted Kennedy’s reelection effort in Massachusetts. He says the statewide campaign is his responsibility and he may decide on his own future runs after this political baptism. He emphasizes he runs the operation with a small staff in a downtown Boston office.
A federal appeals court ruling clears the way for Concorde flights to start from London and Paris to Washington Monday. The decision supports Transportation Secretary Coleman’s order granting limited Concorde service to two U.S. airports for up to 16 months, despite JFK restrictions by the Port Authority.
In Charlotte Duke Power ignores telling new customers they may avoid a cash deposit by proving good credit. Morris Bagwell says clerks don’t disclose unless asked. A Utilities Commission rep notes NC utilities should disclose that prior good credit or outside bill paying can substitute for a deposit. Duke says policy is to inform customers of these alternatives.
French President Valery Giscard d Estaing toured Independence National Historical Park in Philadelphia with Anne-Aymone and over 100 foreign reporters. He touched the Liberty Bell and praised Ben Franklin for strengthening American French ties over two centuries. He then planned to fly to Texas after a Washington layover en route to Louisiana.

East Central Georgia Health Systems Agency will decide on Aiken Community Hospital's request to add 100 beds to reach 290. The local agent, Lower Savannah COG, steps aside as COG members vote to hand the matter to the new agency which will use DHEC guidelines until formal standards are set. The agency forms under the Public Health Service Act of 1974 to coordinate health planning across 22 Georgia counties and Aiken County.
Attorney General Edward Levi moves toward a potentially pivotal ruling on school busing that could dominate a national campaign. No immediate changes to Boston or other cities' orders are expected, and court orders would linger under current rules into next year.
Preliminary figures show expenditures at $20,954,870 versus revenues of $19,050,160, creating a deficit of $1,904,710. Superintendent Ted B.
