The $23 billion education bill would extend major school aid programs for four years with Senate action likely to pass. A key desegregation hurdle, busing restrictions, was cleared with a new amendment though courts could still order busing when judges deem it necessary to uphold equal rights.

Lisbon Portugal AP The deposed leaders Premier Marcello Caetano and President Americo Thomaz left Madeira for Brazil. A government spokesman said they were granted political asylum in Brazil. The exiles were sent to Madeira after the April 25 coup led by Gen Antonio Spinola.
