Schools to get break on first report card

South Carolina schools will gain a temporary break on their first report cards as the Education Oversight Committee approves a phased in evaluation system for 1100 public schools. The plan allows higher initial rankings and tightens to enforceable standards by fall 2003. It also protects schools from penalties when teachers attend professional development and adds average teacher attendance data to annual reports.
