The Associated Press reports a three stage plan to free U S hostages to be submitted to Iran's new Parliament on June 5 seven months after their seizure. A U N envoy to Tehran will not discuss the hostage issue, says a Foreign Ministry spokesman.
French President Giscard dEstaing met Soviet President Brezhnev in a secret summit. He pressed for new proposals to withdraw Russian troops from Afghanistan where about 85,000 troops are reported. Earlier, Muskie and Gromyko in Vienna described their talks as frank and candid with broad disagreements.
