Beau and six other state police dogs face early retirement due to budget limits on overtime payments. The seven canines will leave Monday while eight other patrol dogs stay, with officers arguing the dogs repay their costs through seizure work and revenue.

President Bush returns to a full workday after a two night Bethesda Hospital stay for an irregular heartbeat. He attends a Rose Garden Small Business Person of the Year ceremony and meets with Senate leaders on a free trade pact with Mexico while hosting Finnish President Roivisto and Italian leaders. A White House physician reports he is in good health and good humor.
County officials warn taxpayers face a 4 to 5 mill rise to cover lease purchase debt totaling 5.1 million. W. Scott Barnes says payments of 745000 in 1992 plus interest due this August and next February require higher debt service. Council vows no general fund tax hike, but debt service may rise to about 20 mills, reaching nearly 40 percent of total taxes.
The Aiken County Council plans first reading of an ordinance to curb debt growth starting in 1992. The measure limits debt spending increases to 10 percent of existing debt principal and interest, and requires a combined debt-payment schedule for any new debt.
A US Energy Department audit reported that Westinghouse Savannah River Co and Bechtel Savannah River hid tens of millions in cost overruns at the Savannah River nuclear weapons plant in South Carolina. The inspector general cited unlawful transfers from a 400 million construction fund, misused equipment purchases, and missing tools. A stop work order halted two new buildings as officials vowed corrective action and a supplemental report.
An environmental scientist from Savannah River Ecology Laboratory argues against cleaning up radioactive sites at the Savannah River Site stating a bulldozer would cause more harm than radiation. He cites Pond B as a case where pollution persists yet supports life and warns of long-term ecological risk.
